Mr. Marshal C. Jules Manengkei was born on March 9, 1949 and
was raised in Surabaya, the second biggest city of Indonesia.
At the age of 16 he emigrated to The Netherlands with his parents,
sisters and a kid brother.Mr. Marshal C. Jules Manengkei is a
Dutch graduated building and civil engineer of the Zuyd University
in the Dutch Province of Limburg.

After his graduation he started as an architect and has designed
and built schools, offices, public buildings and houses. Later on he
developed housing and industrial settlements. He is one of the
pioneers in The Netherlands for Sustainable Development.
The concept of the Energy Neutral City of Apeldoorn is developed
by him (being the project manager for sustainable urban
development of the City of Apeldoorn) and has brought the City
many National Awards like the Energy Award for the Housing Settlements of Zuidbroek and Groot-Zonnehoeve and the Industrial Area of the Ecofactorij in Apeldoorn, issued by the Ministeries of Housing, Spatial Planning and Environmental and the Ministery of Economical Affairs of The Netherlands.
His International recognition however, came with the LivCom 2000 achievement by winning the World Award for Best Future Plan for the City of Apeldoorn.

Mr. Marshal Manengkei has also worked on the preparation of the Arhus Treaty for the United Nations as established in the Vienna Conference of UNECE concerning Sustainable Urban Development Patterns.
